THIRD CONVENTION - 1981

The Third Convention was held in Karachi on September 25 and 26, 1981. This Convention was held after a gap of nearly 12 years since the Second Convention. Its theme was: "Management Challenges in the Eighties". The Convention was inaugurated by Lt. Gen. Saeed Qadir, the then Federal Minister for Production and Railways.

The critical factor in the success of any policy or plan is the element of management. It is only with managerial cognizance of the economic challenges that countervailing forces could be generated to circumnavigate the dangerous whirlpools ahead. With this in mind the Association selected the following topics for the Convention:

  • ISLAMIC PRINCIPLES OF ECONOMIC MANAGEMENT
  • IMPACT OF INTERNATIONAL ECONOMIC DEVELOPMENT ON PAKISTAN
  • REGULATORY FRAMEWORK FOR PRIVATE ENTERPRISE IN PAKISTAN: A CRITICAL APPRAISAL
  • INCENTIVES FOR PRIVATE INVESTMENT IN PAKISTAN: AN EVALUATION
  • MANAGEMENT OF PUBLIC ENTERPRISES IN PAKISTAN
  • NEW DIMENSIONS OF PERSONNEL MANAGEMENT IN PAKISTAN.
Convention 1981: Session in Progress

Many people agreed that these topics enhanced the perception of the authorities to the realities of the Management situation and how the next decade or so was likely to be affected by it.

A large number of issues surfaced in the course of the Convention which kept the proceedings interesting and often lively. It was generally realized that management people, because of having a vast fund of expertise on the economic, industrial and commercial fronts, could make a substantial and positive contribution to the process of Islamization, provided they are associated by the authorities in the process. The legislation for regulating the economy needed a good deal of streamlining to speed up timely investments, etc.

The lack of a clear direction in the labour policy, and also the fact that no proper career structure had yet been evolved for systematically managing the public sector industries, was a matter of concern. These were the issues among many others

The entire proceedings of the Convention were recorded on magnetic tapes which are available in the Association’s library at Karachi. A book has also been prepared carrying the salient features of the papers that were read. This book is also available for reference at MAP’s library at Karachi.
